thirteen years standing who had had con-
siderable experience of postal work in the
Straits settlements.

which they complain, those numbered 1, 3,
5; and I have already dealt with the ques-

Peninsula to Hong Kong- But there are cer-
tain other considerations, suggested by
these appointments, which
affecti the claims of cadets to pre-
ference in regard to Government appointment 5.
The fact that an officer is a passed
cadet is not the onconsideration to be

weighed in judging his fitness for a vacant
appointment
